You know the hazard.

Can you show it's managed?

Fishburne & President is an independent occupational safety firm focused on the work environments that produce traumatic exposure, a hazard associated with PTSD risk.

Through our PTSD Hazard Management Program, we help public safety organizations manage traumatic exposure as a workplace hazard.

THE STAKES

PTSD is becoming a recognized workplace injury.

25

States have passed some form of PTSD presumption for first responders, making it easier to treat their PTSD as job-related.

Optum, 2026

36

Months of disability pay that Georgia requires public employers to offer first responders diagnosed with occupational PTSD.

Georgia HB 451

$63,049

Average cost of a California first responder PTSD claim, 2008–2019. More than 4x their other workers' comp claims.

RAND Corporation, 2021

THE GAP

Most agencies take care of their people after a hard call.

Few manage the hazard before it.

EAP, peer support and treatment help first responders cope and recover. They matter, and they’re only half the picture. The other half is managing the exposure itself, the way any workplace hazard is managed.

We focus on traumatic exposure, not workload, staffing or burnout.

HOW IT WORKS

A standing program, not a one-time visit.

  1. Assess. A qualified safety professional, trained in our methodology, examines how the work brings people into contact with traumatic exposure.

  2. Manage. The agency decides which controls to put in place and who owns each one.

  3. Verify. We review the evidence that those changes are in place and working.

  4. Reassess. Each year, the program is revisited as the work, the people and the risks change.

We developed the methodology. Every assessment is reviewed by Fishburne & President before it enters the record.

WHAT YOU GET

A record that shows the hazard is managed.

Every agency in the program receives a continuing record: what was found, what was decided, what was done, and what remains open. The record stays with the agency through changes in leadership, staff or assessment providers. It gives the agency, its pool and its insurer the same clear answer to the same question.

PRIVACY BY DESIGN

We assess the work. Never the worker.

The program keeps no individual mental health information and tracks no one’s exposure history. It examines how the work is designed and carried out, not how any person responds to it.

WHO WE SERVE

For the organizations that carry the risk.

The program is designed for risk pools, self-insured cities and counties, and the fire, EMS, law enforcement and emergency communications agencies they cover. Payers carry the cost of claims. Agencies control the conditions of the work. A documented, managed hazard protects both.

Smaller agencies can take part through their pool.

Let’s begin the conversation.

Our methodology is entering independent evaluation. We’re working with a small number of early partners and welcome conversations with pools and agencies that want to help shape it.
